Looters of national resources to be arraigned soon, Buhari vows

Prosecution of corrupt officials of the immediate past regime and other individuals suspected to have committed criminal acts would start soon, President Muhammadu Buhari said Tuesday in Abuja.

The president who also vowed to break the vicious cycle of corruption, unemployment and insecurity in Nigeria stated that his administration would not only ensure that stolen monies stashed in foreign bank accounts were returned but that the looters must be put on trial.

Speaking at a meeting with members of the National Peace Committee led by the former Head of State, Gen. Abdulsalami Abubakar in the Presidential Villa, President Buhari declared that he was gathering documents which would serve as evidence against suspected culprits in the anti-corruption war.

“Nigeria has to break this vicious cycle before we can make progress,” the President said.

The President who regretted the sorry state of affairs in the country’s financial life also told the Committee that as part of its actions to address the national problems it inherited was the reorganization of Nigeria’s revenue generating institutions.

He explained that a single treasury account had been established for all Federal revenue to ensure greater probity, transparency and accountability in the collection, disbursement and utilisation of national funds.

“We have really degenerated as a country. Our national institutions, including the military, which did wonderfully on foreign missions in the past, have been compromised. But we are doing something about it. The military is now retraining and morale has been resuscitated.

“As Petroleum Minister under Gen. Olusegun Obasanjo in the 1970s, I could not travel abroad until I had taken a memo to the Federal Executive Council asking for estacode. Now, everybody does what he wants.

“That is why security-wise and economically, we’re in trouble,” President Buhari told his guests, adding that those who have stolen the national wealth “will be in court in a matter of weeks and Nigerians will know those who have short-changed them.”

The peace committee which metamorphosed into National Peace Council, NPC, by the order of the president however urged the Federal Government to be guided by the rule of law in its fight against corruption.

Members of the National Peace Committee who accompanied Gen Abubakar on the visit were Bishop Matthew Hassan Kukah, His Eminence, Alhaji Sa’ad Abubakar, the Sultan of Sokoto, Cardinal John Onaiyekan, Pastor Ayo Oritsejafor, President of the Christian Association of Nigeria (CAN) and Archbishop Nicholas Okoh, Primate of the Anglican Church of Nigeria.

Others were Justice Rose Ukeje (rtd), Prof Ameze Guobadia, Vanguard Newspaper Publisher, Sam Amuka, Dame Priscilla Kuye, Senator Ben Obi, Dr. Yunusa Tanko, and Dr Arthur-Martin Aginam.

The acknowledgement of Dogara’s competence did not start with me. It started from the time of Hon Patricia and Etteh and Hon Dimeji Bankole when they entrusted him with a sensitive position of the Chairman of House Services Committee."

“The committee is one of the most sensitive in the legislature. Apart from taking care of the welfare of members, the committee oversees all procurement processes. As the Speaker, I only did what my predecessors did by giving Dogara this sensitive position."

“No person, as far as I know, has ever served as chairman of the House Services committee in two dispensations. Dogara broke that jinx. All through my tenure, I brought Dogara close to me because I found in him a person who is competent, accommodating, and with capacity to lead."

Let's brainstorm on this;

When Jonathan took office in 2010 after the death of Yaradua, Nigeria had functioning 36 state Governors, 774 Local Govt administrators. 360 house of Reps members and 109 senators. All the 36 states had houses of assembly members functioning as well.

All these govt organs got their monthly allocations regularly from the same pot Jonathan's govt got his.

If there must be any probe at all; the likes of Fashola, Amaechi, Aregbesola, Oshiomole, Amosun, Kwankwaso, Shettima who were all governors in that Jonathan's government must be questioned -- therefore, all these elements must not be spared.

At least if he can't probe Obasanjo, Abdulsalam, IBB and other retired General because of Buhari's secret in their care (corroborating Afegbua, IBB's spokesman), let him probe Jonathan's administration to the last man at the Local Governments.

Anything short of that is unacceptable.

Thousands of Nigerians blocked from joining Islamic State, others – NIS

Thousands of Nigerians have been blocked from travelling abroad in a bid to stop them becoming involved in foreign terrorism, prostitution or other criminal activity, immigration officials said on Tuesday.

Almost 24,000 nationals aged 17 to 35 were turned back at the border between January 2014 and March this year, the Nigerian Immigration Service (NIS) told AFP.

“There have been reports in recent times of some Nigerians departing to join terrorist groups especially in the Middle East and north Africa,” said NIS spokesman Chukwuemeka Obua.

The crackdown sought to prevent young Nigerians being “lured into terrorism, prostitution, slavery and other untoward activities abroad”, the NIS said in a statement.

Nigeria is struggling to end a six-year insurgency by Boko Haram Islamists that has claimed more than 15,000 lives and displaced 100 times that number in the north-east.

But the country has also become a “catchment area for recruiters” abroad because of high unemployment, the NIS said.

Among the most high-profile Nigerians convicted for overseas terror offences is 28-year-old Umar Farouk Abdulmutalab, a failed suicide attacker with connections to Al-Qaeda, popularly referred to as the “Underwear Bomber”.

He was hailed as a hero by Al-Qaeda chief Osama Bin Laden after trying to blow up a Northwest Airlines flight from Amsterdam to Detroit, Michigan, on Christmas Day 2009 and is serving four life terms in the United States.

Nigerian media reported at the weekend that two cousins from Kano in the north were caught at the weekend trying to cross from India into Pakistan, with eventual plans join up with the Islamic State group in Iraq.

The NIS said foreign terrorist organisations had syndicates to arrange travel documents, visas, tickets and money for their Nigerian recruits.

“To counter this, the NIS now engages in intense profiling of travellers. We have always had problems of Nigerians going abroad for greener pasture,” it added.

“We look at the age of the intending traveller and the person he is travelling with, put them by the side and profile them thoroughly.”

More than 5.3 million people left or arrived in Nigeria between Janaury 2014 and March this year, according to the NIS.

Around 10,000 Nigerians were deported from abroad during the same period while 3,793 others were refused entry into countries overseas.

Intervene when arrested

Members of the Lagos State Traffic Management Authority (LASTMA) or the police may be overzealous and aggressive but this is as a result of the habitual recklessness of drivers who disobey the state’s driving rules. When arrested, the drivers feel remorseful while pleading with passengers to apologise on their behalf. Most passengers in Lagos are always conscious not to intervene especially when the driver is at fault. To avoid getting caught in a free for all verbal onslaught, whenever the driver gets arrested, quietly disembark from the vehicle and get another one heading your way.

Nigeria: Abdusalami, Oritsejafor, others in closed-door meeting with Buhari

Members of the National Peace Committee for the 2015 General Elections led by former Head of State, Gen. Abdusalami Abubakar (retd.), are currently meeting behind closed-doors with President Muhammadu Buhari inside the Presidential Villa, Abuja.

The meeting is coming five days after immediate-past President Goodluck Jonathan paid a secret visit to Buhari inside the Presidential Villa, Abuja.

Those who are attending the meeting alongside Abubabakar and Buhari include the Sultan of Sokoto, Alhaji Sa’Ad Abubakar III; the President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor; Primate of the Church of Nigeria, Anglican Communion, Most Revd. Nicholas Okoh; Catholic Archbishop of Abuja, Cardinal John Onaiyekan; a former President of the Nigerian Bar Association, Mrs. Priscilla Kuye; and Senator Ben Obi among others.

Recall that Buhari and Jonathan signed a peace agreement ahead of the March 28 presidential election at the instance of the committee.

However, details of the meeting is yet to be known at the time of filing this report.

Meanwhile, on Monday, in continuation of its peace move in the country, Gen. Abdusalami Abubakar-led National peace Committee met with Senate President Bukola Saraki.

According to a source, members of the Committee who met with Saraki, principal officers of the Senate and some Senators were said to have stressed the need for sustainable democracy through a peaceful environment, even as the members were also said to have called on the lawmakers to work in synergy with the Executive arm of government.

The Committee members were also said to have emphasised on good working relationship between the senators and their respective parties.

The group led by its chairman, General Abdusalami Abubakar, arrived the office of the Senate President, Bukola Saraki, at about 5 pm for a closed door meeting and ended at past 7pm.

Among the delegation were Cardinal John Onaiyekan; Sultan of Sokoto, Alhaji Sa’ad Abubakar, Chairman, Vanguard Media Limited, Sam Amuka, Alhaji Aliko Dangote of the Dangote Group, Commodore Ebitu Okiwe, Primate of the Anglican Church (Nigerian Communion), Nicholas Okoh; Catholic Archbishop of Sokoto, Mathew Hassan Kukah, President, Christians Association of Nigeria, CAN, Ayo Oritsejafor as well as Senator Ben Obi, among others.

The meeting was held behind closed doors, even as it was gathered that the team was billed to visit the leadership of the House of Representatives at the end of their interactions with the Senate leadership.

Although it was not yet certain what their mission was, it might not be unconnected with the leadership crises that engulfed the 8th National Assembly following the election of principal officers. As a result of the unresolved crises, the Chief Whip of the Senate is yet to be announced by the Senate President.

Before the visit to the Senate, the team had earlier met with the leadership of the Peoples Democratic Party, PDP.

A source told Vanguard that at the meeting, the PDP told the team that there was the need to caution the Director- General, Department of State Security Services, Alhaji Lawal Daura, following allegations that he was becoming partisan in his activities especially in states like Akwa Ibom, Rivers and Abia.

According to a source, the PDP which was led by the Acting National Chairman, Prince Uche Secondus was said to have told the Committee that the present anti- corruption crusade was selective, that of witch- hunt, targeted at members of the PDP without beaming its searchlight on the former governors who were of the PDP and now in the All Progressives Congress, APC.

According to a source, the PDP told the Committee that in Buhari’s fight against corruption, there must no sacred cows, adding, “we told the committee that he should not see some persons as above the law as some APC members like Bola Tinubu and Rotimi Amaechi are seen as above the law.”

The source disclosed that at the meeting, the PDP was said to have reiterated that the tenure of the Acting Chairman, Independent National Electoral Commission, INEC, Mrs Amina Bala Zakari has expired

Mrs Colletti says the criticism doesn't come as a surprise.

'I'm glad to get so much support from breastfeeding advocates and am not surprised by critics - a lot of people are misinformed about breastfeeding relationships,' Mrs Colletti said.

'The sexualisation of breasts and the belief that breast milk is gross because it is a bodily fluid has been ingrained in us through society, media and lack of breastfeeding in our daily life.'

Mrs Colletti has since considered removing the post altogether due to the negative feedback and other users hassling her.

As such, after General Ibrahim Badamasi Babangida (IBB), a former Nigeria's Head of State received a phone call from from General Olusegun Obasanjo, also a former Nigeria's president where he brought the attention of IBB to the fact that they way Buhari was going about corruption-fight, he would eventually probe the majority of past administration, including IBB era. This position was echoed by another Nigerian Head of State, General Abdusalami Abubakar; which prompted a conspiracy theory to 'place Buhari in order'.

Abdusalami had visited IBB in his Minna Castle in Niger State, there it was concluded that IBB should stylishly pass-on their position to Buhari to halt his earlier, intentioned probe of his predecessors.

In a press statement issued by IBB through his media adviser, Prince Kassim Afegbua, it reportedly reads:

“On General Buhari, it is not in IBB's tradition to take up issues with his colleague former president. But, for the purpose of the record, we are conversant with General Buhari's so- called holier-than-thou-attitude. He is a one-time minister of petroleum and we have good records of his tenure. Secondly, he also presided over Petroleum Trust Fund (PTF) which records we also have. We challenge him to come out in clean hands in those two portfolios he headed. Or, we will help him to expose his records of performance during those periods. Those who live in glass houses do not throw stones. General Buhari should be properly guided.”

CNN iReport gathered when intelligence report reached Buhari on the position of these retired Army Generals and former Heads of State, and bearing in mind how mean they can fully engage him in 'dirty-fight' which may ridicule him in the eyes of Nigerians and expose his stewardship then as Minister of Petroleum in 1976 that led to the mysterious disappearance of a whooping US $2.8 Billion from Nigerian National Petroleum Corporation, NNPC account in Midlands Bank, United Kingdom allegedly under his watchful-eyes, Buhari quickly made a detour and issued a press statement through Femi Adesina, his Special Adviser, Media & Publicity claiming the investigation of Buhari administration would only be limited to his predecessor, Goodluck Ebele Jonathan, GEJ, the man who honorably handed peacefully to Buhari on May 28, 2015 at Eagle Square so Nigeria may remain united as an indivisible nation.

For the records, Buhari was appointed Minister of Petroleum in 1976 under the Murtala/Obasanjo administration. Not much is known about any scandals that occured during his tenure as Minister, but there are rumors of the mysterious disappearance of US$2.8 Billion from the NNPC account in Midlands Bank in the United Kingdom, during Buhari’s stewardship. Now that IBB has threatened to expose him, it lends a certain credibility to the rumors indicting Buhari of grand graft.

As if Jonathan knew that this would happen. In the last days of his administration as president in Aso Rock villa on May 27, 2015 during Federal Executive Council valedictory session witnessed by big-wigs of Peoples Democratic Party, he said "Some people are even calling for the probe of the government, but I think in Nigeria, there are a lot of many things that will be probed, very many things, even debts owed by states and debts owed by this country from 1960 up to this time. They say it is Jonathan's administration that owes these debts,” Jonathan said. "I believe that anybody that is coming for probe must also ensure that this probe is extended beyond the Jonathan administration. Otherwise, to me, it will be witch-hunt. If we are very sincere, it is not only the Jonathan administration that should be probed."

CNNiReport investigation showed that Jonathan administration may have been singled-out as 'corrupt government' due to the fact that he was a minority-leader from Niger- Delta and obviously not a military, but a civilian leader. There are feelers from some Nigerians that this probe may not have happened if Jonathan had been a retired Army General.

For Folu Adewope, an undergraduate of University of Texas Arlington, UTA, her words:

“This is obviously a witch- hunt, charade and selective humiliation with ethnic coloration under corruption-guise. I strongly believe this investigation would not have happened if Jonathan had hailed from the North and had been a retired Army General. Why can't Buhari open the Halliburton scandal, and openly prosecute Obasanjo, Abdusalami, Atiku Abubakar, a former Nigeria's Vice president and every other corrupt Nigerians named in the scandal. As Nigerians, we are interested in this case.”

Recently on his Facebook wall-page, Femi said:

“It would be a distraction for the President to begin digging into all former administrations , but for a proper take -off of the President Muhammadu Buhari's government, there is need to look into the immediate past government (GEJ). We are interested in investigating Jonathan's government to recover stolen funds”.

International Community watch in Disbelief

As at the time of going to the press, members of International Community, particularly the United States government is shocked that Buhari ought not to leave any stone unturned in fighting corruption no matter whose ox is gored. The Halliburton bribery scandal is seen by members of international community as a litmus test for Buhari to prove his desire effectively to combat corruption among the elites in Nigeria.
